Heavy-duty vehicles
As of July 8, 2025, South Korea’s government does not mandate fuel economy standards for the heavy-duty vehicle (HDV) sector. However, since 2020, manufacturers have been required to submit CO2 emission data for HDVs sold during the 2021-2022 period. Based on this input, the government created a CO2 emission baseline for HDVs in South Korea.
This was followed by the voluntary CO2 reduction targets from 2023 to 2025:
•2% by 2023
•4.5% by 2024
•7.5% by 2025
During this voluntary period, manufacturers who exceeded their targets would earn credit and no penalties were imposed on those who failed. The government aims to implement a mandatory CO2 emissions reduction for HDV in 2026. However, no further information is available at this stage.
