EU: new rules under EU Emissions Trading System (ETS) related to Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA)

On April 1, 2025, the European Commission (EC) launched a public consultation for a draft delegated regulation. The new regulation covers monitoring, reporting and verification of aviation emissions under Directive (EU) 2023/958 EU Emissions Trading System (ETS). The ETS directive requires all aircraft operators to comply with obligations for flights within the European Economic Area (EEA) and departing to Switzerland and the UK, and establishes an offsetting obligation for operators based in the EEA for flights outside these routes for the periods 2021-2023 and 2024-2026.
