On May 6, 2025, the Ministry of Energy of Kazakhstan released an announcement on the current situation in the country's oil-refining sector, highlighting key points of its new development strategy.
Refining volumes in Kazakhstan are growing, from 15.8 million tonnes in 2020 to 17.9 million tonnes in 2024. It was concluded that this growth was the result of the government's implementation of a plan to reform the oil-refining sector from 2022-2023, covering the country's key refineries (Atyrau, Pavlodar and Shymkent), as well as the oil refinery product logistics and distribution system.
