The Energy and Water Services Regulatory Unit (URSEA) regulates the quality of fuels sold in Uruguay. URSEA usually implements specifications suggested by the state-owned oil, refining and import company, the National Administration of Fuels, Alcohol and Portland (ANCAP).

Conventional diesel
Conventional diesel specifications are divided into on-road and off-road.
On-road diesel
Uruguay’s current on-road diesel specifications are defined in the Energy and Water Services Regulatory Unit (URSEA) Regulation of Technical Specifications for the Quality of Liquid Fuels (RETCCL).
