Paraguay has one oil refinery with a throughput capacity of . It is located in the municipality of Villa Elisa, 15 kilometers from the center of Asunción, bordering the Paraguay River. It is owned by the state-owned oil and import company (Petropar), but operations ceased in 2005.
During its years of operation, the refinery’s production structure was reasonably adapted to the demand for petroleum-derived fuels in Paraguay. On average, between 1970 and 2005, around 44% of processed crude was destined for the production of diesel fuel. During this period, the production of diesel in the refinery increased while that of gasoline decreased, reflecting their respective consumption levels.
