U.S.: overview of gasoline quality specifications in PADD 1 states

This report provides an analysis of the fuel quality standards enforced in the East Coast of the U.S., as defined by the Petroleum Administration for Defense District (PADD) 1 region. PADD 3 encompasses 17 states, ranging from Maine to the north, Florida to the south and all coastal states in between.

PADD 3 states, collectively, typically account for 34-36% of gasoline consumed in the United States. It is home to several major population centers that are also ozone non-attainment areas, such as the greater New York metro area, the Baltimore/Washington DC metro area, and the Philadelphia metro area. These areas are, therefore, required to comply with the federal reformulated gasoline (RFG) program; in ad
