To protect food security and ensure the fuel ethanol industry develops in an orderly way, the Chinese government stopped national implementation of E10 gasoline (10% v/v of denatured fuel ethanol blends with 90% v/v of conventional gasoline) in 2020. As of March 2023, a total of 14 provinces/municipalities are fully/partially implementing the E10 mandate.

In 2022, China’s fuel ethanol nameplate production reached 6.8 million tonnes, but the actual production is only 3.05 million tonnes. This may be influenced by several factors, including corn-based fuel ethanol production restriction, a lack of mature cellulosic fuel ethanol technology, a lack of policy support and insufficient non-grain-based feedstock.
