Recent development

In December 2023, Viet Nam’s Ministry of Transport issued Circular No. 36/2023/TT-BGTVT Amendment 01:2023 of QCVN 109:2021/BGTVT National technical regulation on Level 5 emissions standards for newly manufactured, exported, assembled, and imported cars, issued together with the Circular No. 06/2021/TT-BGTVT. Circular No. 36/2023/TT-BGTVT takes effect on June 15, 2024.

The latest circular classifies types of special-purpose vehicles, including passenger and cargo vehicles. It also clearly defines hybrid and plug-in hybrid vehicles and updates the emission standards for special-purpose diesel vehicles based on the new class.
