Claire Couet
Business Development Manager, SGS INSPIRE

Claire is in charge of representing SGS INSPIRE in Brussels, as the capital of Europe. She contributes to the promotion of all SGS INSPIRE activities. She positions SGS INSPIRE market intelligence services with a broad range of stakeholders and works on expanding the client portfolio.

Claire joined SGS INSPIRE in July 2023, as a business development manager for Europe. She is an expert in EU public affairs and brings in 11 years of experience in campaigning in the areas of energy, climate and environment policies. Prior to joining SGS INSPIRE, Claire held the positions of Policy Director at the European solar industry association (SolarPower Europe) and Public Affairs & Communications Director at the European paper industry association (Cepi). Previously, she worked for the European Electricity sector as a policy advisor as well as public affairs consultant advising European and global companies in the energy and transport sector. Claire has a Masters Degree in Political Sciences and International Relations from Sciences Po In France as well as a post-graduate certification in people management from ICHEC, Brussels Management School. She speaks French, English, Spanish and Italian.

Independent refinery technology expert, president of Hoekstra Trading LLC

George Hoekstra, the president of Hoekstra Trading LLC, retired from BP after a 35-year career with BP and Amoco in refinery process research and technology management. The consulting company he runs today has sponsored multi-client research programs on a number of oil refining and marketing topics, including pilot plant testing, laboratory testing, field testing, and market research. Hoekstra Trading has done 3 years of research on environmental credit pricing and recently licensed its “D4T” theoretical value of a D4 renewable identification number (RIN), which is the world’s first licensed theoretical value of an environmental credit.

Jorge Sierra
Market Analyst for North America, SGS INSPIRE

Based in Mexico City, Jorge joined SGS INSPIRE in 2023 as market analyst and business development manager for the North America Region. He has 15 years of experience in market analysis and consulting for the energy and finance industries, with proven expertise in performing economic research, outlining financial insights, regulatory & sector risks, and delivering market intelligence.

Before joining SGS INSPIRE, Jorge was the upstream senior research analyst for Wood Mackenzie for Mexico, Central America, and the Caribbean, where he was responsible for carrying out financial and economic valuations of upstream assets as well as conducting economic analysis and writing market insights on topics such as commercial developments, oil & gas economics, fiscal regimes, among others. He was a business development consultant for an investment boutique firm focused on the O&G industry in Mexico.

Jorge also has vast experience in the financial sector, having worked in the investment banking division of Citigroup Latin America team developing financial and economic models for several industries. Jorge holds a B.A. in Economics and is currently a candidate to earn an Energy Law & Regulation degree.
