EU: European Council discusses a level playing field for biofuels

On June 16, 2025, EU member states' energy ministers met under the Transport, Telecommunications and Energy Council configuration (TTE) of the Council of the European Union. They discussed several topics, including energy security and the role of biofuels in this context. The delegations of Austria, Bulgaria, the Czech Republic, Lithuania, Latvia and Portugal raised urgent concerns about the integrity and competitiveness of the EU biofuels market. In a background paper, these countries highlighted growing risks of fraud and market distortion that threaten both environmental goals and the viability of domestic biofuel producers.

At the heart of the issue is the implementation of the Renewable Energy Directiv
