State Fuels and Other Low-RVP Formulations

The existence of specific state and local fuels (also referred to as “boutique fuels”) have already been subject to a process of “relaxation” via the EPA-approval of state-level clean air implementation plans (SIP). The EPA has, since 2014, approved relaxation of the federal 7.8 psi RVP standard in 12 areas in Alabama, Florida, Georgia, Louisiana, North Carolina, and Tennessee.

Some of the EPA’s changes here are limited to housekeeping, such as publishing an updated list of state fuels removing formulations that have been phased-out via the aforementioned SIPs since 2014.
