Part 3: State Gasoline Quality Regulations in PADD 5 (Lower 49 states)
The following subsections detail state-specific standards applicable to gasoline sold in the contiguous, continental states in PADD 5: Arizona, California, Nevada, Oregon, Washington. These exist in addition to federally required standards except for California, which is allowed, per the CAA of 1970, to set its own standard. Additionally, for those states that adopt ASTM D4814 by reference, standards must meet ASTM D4814 limits except where states amend those ASTM D4814 limits.
Therefore, the following pages of the report focus on those remaining parameters that show the greatest state-to-state variability, namely:
    •Octane limits (where they exist)
    •Volatility requirements
    •Oxygenate requirements
