Effort Sharing Directive and Governance
Biofuels’ consumption in the transportation sector is also promoted through the Decision No. 406/2009/EC and Regulation that set the GHG emission reduction targets for the EU member states from sectors not included in the Emission Trading Scheme. These sectors are agriculture, transport and households. The targets (figure below) should be achieved with the help of the EU policy measures and national measures. In the case of transport, the measures are:
    •EU level: CO2 reduction standards for cars, vans and trucks, where biofuel combustion is considered carbon-neutral (factor 0) toward the GHG emission reduction target
    •EU level: renewable energy target for transportation that sets GHG emission saving thresholds for biofuels
    •Member states: speed limits,
