Overview of states policies

Beyond the federal volumetric requirements under the Renewable fuel standard (RFS) program, a handful of states have chosen to introduce their own biofuel use requirements. It has to be noted that most of the mandates focus on gasoline-ethanol blending requirements. In the case of diesel/biodiesel, only two states have general biofuel blending mandates: Oregon, which has a 5% (v/v) mandate, and Minnesota. Minnesota mandates a biodiesel blend of B20 during the warm-weather months (defined as April 15 through September 30) and B5 during the cold-weather months (defined as October 1 to March 31), along with a transitional period from April 1 to April 14, where B10 blends are required.
