Part 4: State Gasoline Quality Regulations in Non-Contiguous PADD 5 States (Alaska, Hawaii)
In the CAA, states outside of the Lower 49 states are granted differentiated status in a few of the act’s fuel-quality-related provisions. With respect to gasoline, the most salient of these provisions entails the exemption of RVP limits from both states. As described in the following chapters, although they are both allowed to eschew RVP limits, not all of them have elected to do so.
