Revised emission reduction targets for member states

The current Effort Sharing Regulation (ESR), adopted in 2018, sets national binding annual greenhouse gas (GHG) emissions reduction targets for each member state (MS) from 2021 to 2030. The reduction targets cover GHG emissions from sectors not included under the EU Emission Trading System (EU ETS), such as transport, buildings, agriculture, non-ETS industry and waste. Note that in the revised EU ETS, the transport and building sectors have been proposed to be included.

As part of the Fit-for-55 package, a revision of the ESR was proposed by the European Commission (EC). On November 9, 2022, the European Parliament (EP) and the Council of the EU reached a provisional agreement to increase the goals of the EU’s ESR from existing 29% GHG re
