European Commission proposal
On July 14, 2021, the EC published a proposal amending the EU Renewable Energy Directive 2018/2001 (RED II) of December 11, 2018 and the Fuel Quality Directive 98/70/EC as amended (FQD).
The table below summarizes the changes proposed by the EC to the FQD. SGS INSPIRE expects these changes to be agreed by 2023/2024. It is likely that from those years, the FQD will no longer drive life cycle greenhouse gas emission (GHG) emission reduction from energy used by road transport. It will be replaced, although not in the same manner and only if accepted by all EU institutions and member states (MS), by two new elements of the EU climate change and energy package:
