Recent developments
In July 2022, Viet Nam’s government issued Decision No. 876/QD-Ttg, expanding the E5 (gasoline containing 4-5% v/v of ethanol) mandate to include all gasoline grades by 2030.
On May 31, 2023, the government issued Decree 26/2023/ND-CP Export Tariff Schedule, Preferential Import Tariff Schedule, and List of commodities and their absolute, mixed, and out-of-quota import duty rates.
Under this decree, the import tariff for ethanol from the most-favored-nation (MFN) was reduced from 15% to 10%. MFN tariff rates will apply to all of Viet Nam’s trading partners with whom the country has no preferential arrangements (e.g. Free Trade Agreements or other bilateral/multilateral agreements) in place.
