2025 developments of fraudulent biodiesel imports

In February 2025, the European Public Prosecutor’s Office (EPPO) started an investigation into fraudulent imports of biodiesel of U.S. origin into the EU, which was allegedly falsely declared as sustainable biodiesel, e.g. used cooking oil methyl ester (UCOME), from countries like Morocco and Bosnia and Herzegovina. This allowed them to evade anti-dumping duties and benefit from EU sustainability incentives. The fraud caused over EUR 60 million in losses to the EU budget. This fraud case, combined with the fraudulent imports from China in 2023, has revived concerns about the integrity and competitiveness of the EU biofuels market.
