Proposed RINs Reform

Together, with the E15 waiver proposal, EPA also proposed regulatory changes to modify certain elements of the RIN compliance system under the RFS program to enhance transparency in the market and deter price manipulation by, among other things, forbidding trading by non-industry players, and publishing the largest RIN holdings (annual sales). Biofuel stakeholders are uncertain as to the possible effectiveness of the measures proposed.

This reform was supposed to be finished, along with the E15 rule, but EPA did not have time to complete it, hence only two proposals were passed at the end of May, as explained below.

The proposed reforms to the RIN market include the five provisions that are explained in the following table.
