Reference fuels are typically used for vehicle emission testing, their specifications are mostly set in the emission regulations.

Most countries in Asia and Oceania do not set their reference fuels and instead follow reference fuel specifications set in emission regulations under the United Nations Economic Commission for Europe (UNECE).

Countries which do set their own reference fuel specificatiosn are China, India and Japan.
